Beyond the Balance Sheet: Navigating Government Challenges with Confidence

When most people think of a CPA firm, they picture accountants preparing financial statements, conducting audits, or filing tax returns. At Thomas Howell Ferguson (THF), those services are essential, but our Government Consulting Services (GCS) Department operates in a completely different manner.

We don’t just look at balance books; we help governments navigate complexity, solve high-stakes challenges, and deliver results that directly impact communities, while sometimes helping communities in the midst of disasters.

What do Government Consultants Do?
Government consulting means partnering with a wide variety of clients at the local, state, and federal levels to improve programs, manage funding, and strengthen operations. Our experience covers a wide spectrum, including disaster public assistance and FEMA compliance, procurement compliance with 2 CFR 200 Uniform Guidance, program integrity monitoring, grant administration, public assistance and performance auditing, project management for large-scale initiatives, and development of government policies and procedures.

One of our senior consultants, Jacob Allen, sums it up well, “Consulting is the art of solving complex problems by listening deeply, thinking critically, and acting with purpose. It’s not about having all the answers; it’s about helping clients find the right ones.

How is Government Consulting Different from Traditional Accounting?
While THF’s CPA practice focuses on traditional accounting, auditing, and tax work, our GCS team specializes in operational, compliance, and strategic consulting tailored exclusively to government entities. We bring together Certified Public Accountants, Project Management Professionals, Lean Six Sigma Black Belts, Certified Internal Auditors, and Certified Fraud Examiners, professionals whose credentials go beyond accounting to encompass management, process improvement, and policy experience.

Because we work with governments and government agencies, we deeply understand their rules, funding requirements, and the urgency that public-sector projects demand.

What Role Does Government Consulting Play in Disaster and Other Government Challenges?
Our work spans much more than disaster recovery. That said, when disasters strike, our team steps in alongside FEMA and state agencies to help communities prepare, respond, and recover efficiently and equitably.

Michael Horne, Senior Consultant

Senior Consultant Michael Horne reflects on his experience and says that consulting for FEMA is about, “bringing analytical thinking, project management, and strategic guidance to complex public-sector challenges, often under urgent and high-stakes conditions.” This perspective exemplifies the kind of real-world impact and resilience-building we deliver, but it’s just one part of what we do.

Why Is Partnership Important in Government Consulting?
Our role is not to simply deliver reports and walk away. Instead, we stay with our clients every step of the way, helping them make informed decisions, navigate complex regulations, and achieve their goals. To Senior Consultant Chris Smith, consulting means “being a trusted partner, working alongside clients to find the best path forward,” bringing clarity, experience, and support exactly where it’s needed.”
